Qualcomm wants to buy ARM with a consortium of companies. SoftBank is still trying to sell ARM after the failed acquisition bid from Nvidia. They are looking for someone to invest in the company, but regulators killed the deal because of antitrust concerns.

One plan that has been drafted is a plan where each investor would get a small stake of about 1% of ARM and would make both equal opportunity under the new consortium. Intel has tentatively agreed to support this plan if SoftBank goes through with an IPO. UK regulators may push for ARM to be sold on London’s stock exchange instead of NY’s because it would give them more control over UK jobs.
